Shengen outside border will be closen for every one. No matter EU or non EU. But EU citizen should have a way to come back from outside Shengen. How, I don't know, but I'm talking very close with the office for foreign-affairs. My wife and one of our daughter are in China. So, hopefully they will tell us a way.
Others... Also some borders between the Shengen states are closen. Like the German borders to everyone of our neighbor.
